The Synar Amendment is a federal law enacted by the US Congress in 1992 to require states and territories to establish and enforce laws prohibiting the sale of tobacco to minors and conduct random, unannounced inspections of tobacco vendors.
In North Carolina, the Synar Program is overseen by the Department of Health and Human Services, Division of Mental Health, Developmental Disabilities, Substance Use Services, which is also responsible for administering the SUPT-BG funds. The Synar program implements the requirements of the Synar Amendment, and its goal is to reduce the rate of illegal sale of Tobacco products to minors.
